Rockstar released a number of patches for GTA V, starting from version 1.01 to 1.31 and more are expected in the future. Along with various issues fixed, these updates include a lot of new features and content, such as vehicles/weapons upgrades, new online playing mods, character upgrades, etc.
Unfortunately there is no offline installer, so you can obtain these updates only through the Rockstar servers.
